《巡塭》記錄臺南七股的文蛤養殖戶，在漁電共生政策下的勞動日常與處境。透過巡塭、撒苗、收成與災後修復，跟隨蔡先生與林小姐的養殖生活，呈現當光電開發進入漁村後，人與土地之間逐漸改變的關係，以及漁民在風險與現實之間持續做出的選擇。
Inspecting the Ponds documents the daily labor and living conditions of clam farmers in Qigu, Tainan, under Taiwan’s fishery-solar symbiosis policy. Through pond patrols, seeding, harvesting, and post-typhoon recovery, the film follows Mr. Tsai and Ms. Lin’s aquaculture lives, portraying how the arrival of solar development has gradually transformed the relationship between people and the land, and how farmers continue to make choices amid uncertainty and survival.

黃柏淯
黃柏淯，畢業於臺南藝術大學音像紀錄所。以紀錄片記錄下台南沿海在能源開發下的變遷與處境。
Huang Po-Yu graduated from the Graduate Institute of Documentary and Film Archiving, TNNUA at Tainan National University of the Arts. Through documentary filmmaking, records the transformations and conditions of Taiwan’s southwestern coastal communities under energy development.

《巡塭》起源於我參與七股漁民北上抗議的經驗，在拍攝過程中，看見漁民面對的並非抽象的政策，而是真實的生存問題。影片以漁民的養殖日常為核心，紀錄了他們在漁電共生政策下持續巡塭、修補與等待的過程。我希望透過這部片，呈現能源需求的開發下，如何改變養殖現場，並進一步影響人與土地之間的關係。
Inspecting the Ponds originated from my experience joining a protest led by fish farmers from Qigu. During the filming process, I came to see that what the farmers were facing was not an abstract policy issue, but a very real struggle for survival. Centering on their daily work, the film documents their ongoing routines of patrolling ponds, repairing damage, and waiting under the fishery-solar symbiosis policy. Through the film, I hope to show how energy development has transformed aquaculture practices and, in turn, affected the relationship between people and the land.
